Project Summary
CARE has been working with various private sectors and social entrepreneurs to develop win-win business models that connect poor producers to profitable markets, enhance incomes for the poor, expand business opportunities for the private sector and stimulate economic growth. The proposed action will build on these experiences to stimulate linkages and engagement between actors involved in eco-friendly production and marketing of JDPs for local as well as European markets. CARE is particularly committed in Market Engagement Strategy; value chain based integrated agriculture and economic sub-sector development. CARE has been successfully implementing the dairy value chain project in the northwest Bangladesh targeting 40,000 farmers and various private sectors. The action will be building on CARE's value chain based programming to create income and employment opportunities in the on-farm and off-farm activities. The program is funded byEuropean Commission.
Position Title, Location & Contract Duration:
Team Leader for SWITCH Asia – Jute Value Chain Project under Private Sector Engagement (01Position, CARE Bangladesh Headquarters)
The duration of the proposed contract is up to July 2016.
I.             Job Summary:  
In a brief paragraph, state the position's overall purpose or objective, highlighting the general functions for which the position is responsible. Why does the position exist and what must it accomplish
The Team Leader is responsible for overall technical and management of the project including design and implementation. S/he will perform project administration and management functions for quality implementation, and oversee progress of implementation and ensure monitoring and evaluation of results. S/he will design business development strategies, and conduct sub-sector study and value chain analysis. S/he will lead the national-level advocacy, relationships and networking with key players in the jute value chain. S/he will also maintain key contacts with donor and other international liaison.
The Team Leader will report to Program Director, PSE. S/he will provide administrative and management support and coordinate implementation of the Jute Value Chain project. The TL will be directly supervising a team of 6-7 staffs including Technical Managers, Project Officers and Project Support Officers.
II.           Responsibilities and Tasks:  
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.
Responsibility # 1: Guide Technical Managers through conceptual clarity in designing and implementation of the value chain project’s communication, private sector, community mobilization, gender and advocacy strategy

  • Guide technical managers in developing regional implementation plan,  designing and implementing operations research and monitoring strategy to monitor project

Responsibility # 2:Project administration and Managerial activities according to proposal

  • Meet queries/comments of all components of Switch Asia-JVC Project, Field offices, CBHQ other departments and HQ finance section over project administration and financial issue
  • Ensure quality reporting from the field offices and to send to donor
  • Preparation of Switch Asia-JVC Project (Proposed & revised) to all   region offices of Switch Asia-JVC Project according to activity plan
  • Ensure Preparation of quarterly, semi-annually and forth coming yearly report (both program and financial)
  • Closely monitor the multi-year and yearly budget protecting from over/under budget
  • Advise technical managers to conduct training for Switch Asia-JVC Project staff regarding program needs and capacity building
  • Assess multi-year & CARE FY budget, SO issue and its related subject if  CARE allocates any funds to external partners
  • Oversee consultant hiring process, reviewing of consultant SOWs, communicate with HRM and other corner for preparation of consultant data sheet, preparation of final evaluation sheet etc work
  • Keep track of payment to consultant, liaison with finance manager for consultant payment and appropriate charging

Responsibility # 3: Lead national-level advocacy, networking, and development of relationships with private sector companies and Government of Bangladesh key players in the jute value chain.

  • Develop effective network and maintain professional relationship with GOB departments, NGOs, research institution, private and other organizations relevant to dairy value chain
  • Facilitate contract negotiations with the private sector, rural entrepreneurs, SME’s, etc
  • Communicate with the JVC relevant market players and government bodies including private sectors to find out current market outlet of JDP, trends and changes in policy
  • Participate in Market and Business development related forum, workshop, meeting and seminar at national and international level

Responsibility # 4: Maintain the donor and other international liaison

  • Periodic reporting and call attendance
  • Other kind of liaison to any queries of donor and CARE France
  • Be conversant with and practice core values of the mission in all aspects of work.
  • Ensure that staffs at all levels adopt and follow the mission’s code of conduct

Responsibility # 5: Oversee project monitoring and evaluation design and implementation framework

  • Supervise smooth Implementation of M&E system at field
  • Maintain effective two-way communication with Project management, other CARE projects at CBHQ level
  • Ensure project monitoring and performance data handling, management and storage is done through a learning and measurement system
  • Share findings with internal and external stakeholders
  • Coordinate and supervise M&E team working relationship with Key stakeholders and M&E point persons of CBHQ and other projects as required by M&E strategy.
  • Participate and contributes to country office key groups on behalf of the Project as project focal person and active member

Responsibility # 6: Staff Management
  • Ensure that all level of staff have updated job descriptions and clarify their roles and responsibilities related with market and business development.
  • Observe and analyze staff capacity particularly with respect to communication and facilitation skills, technical and institutional problem solving, and performance management. Provide objective and detailed feedback, both positive and critical, and follow up on how feedback is incorporated.
  • Create congenial/friendly environment for learning from each other, and ensure that TMs and POs receive appropriate coaching methods for better performance.
  • Oversee that staffs are fully capable to identifying constraints of jute sector and use commercially viable strategies to address the said problem. 
  • Ensure development of mutual expectations of performance at all level of staff (TMs and POs), prepare midterm review and annual performance appraisals for staff and make recommendations for future development
  • Guide Monitoring and evaluation team to develop the  M&E system including framework and logframe and ensure that M&E processes are being implemented properly
  • Oversee and monitor program activities through frequent field visits, sharing and meetings and provide feedback as appropriate.
  • Coach and provide advice to field staff in use of M&E data in their day-to-day management decisions in the field. Assist the M&E team to conduct special studies, cross-checking of data collection etc. as and when necessary

IV.          Working Condition:  
This is a CBHQ based position with frequent field visit.
  • Qualification:  
  • Maters in Economics/Business Administration/or any relevant discipline that has strong track record of working with market engagement projects, enterprise development, gender and Value Chains
  • Minimum 7 years professional experience, including 5 years experience in Market or Agribusiness related projects funded by major donors, with direct supervision and implementation role, worked under both direct delivery and through partners, experience in administrative and financial management/budgeting including resources management and donor reporting, communication and follow up
VI.          Core Competencies:  
  • Value chain program development and management experience
  • Excellent written and oral communication skills in English and Bengali
  • Practical experience and training in all basic project management skills from project design to implementation and monitoring and evaluation
  • Experience in advocacy, liaison and networking with national level Private Sector, Government, NGOs, & other development partners
  • A team player and a team builder who can lead from the front

Compensation : Monthly gross salary is Taka 1, 09,700 plus other admissible benefits as are per policy.
